Bel is a technology and business strategist with over 50 years of experience in Government, in information technology, Knowledge Management, cybersecurity, and Management and strategies. Bel retired from the Federal Government as a Deputy Assistant Secretary of Defense for (C3I)* or DASD(C3I), after 30 years, and started IT consulting company KAI Global in 1999.

Bel started her career as a computer science researcher at what is now NIST, and in 1982, published a seminal book on data dictionary, the precursor of data warehousing. At DOD, Bel served at various positions including Data Administrator, manager of the first DOD-wide major business processing improvement initiative which reformed 8 different functional areas.
